Whether or not and how often your ad is featured depends greatly on the maximum bid you have entered, as well as on the relevance of the ad for the target group selected. With the billing per click, this relevance is particularly important, as the click rate for the ad up to now is taken into consideration.  

The size of the target group too and the competitive situation for ads at any given time also influence the placement of your ad (larger target groups= greater potential for more impressions). If your ad isn’t featured very often and you want to reach more XING users, the simplest way to achieve this is to increase your maximum bid.
